basketball rules questions

the first one is for high school basketball,regarding a player touching the rim when basketball is not above the rim,not grasping,or holding on to the rim,i don't think it is a tech.foul??? also i was always taught when a player is holding the basketball with one hand or both hands that the hand became part of the ball,so if a player got hit on the hand or hands while holding the ball that from the finger tips to the wrist was consider to be part of the ball,need an answer on this item too.,thanks harold.m
