In this situation team A called time-out. While team A was huddled, 2 players from team B took shots at the basket. I called a technical foul. Was that the right call?
Also, can players practice shots between quarters?

I don't think so. Practicing during a dead ball, except at half time, is prohibited (2-7-4), but there's no penalty listed (that I can find). If the players continued after you asked them to stop, then you could issue a T for unsportsmanlike behavior.

I agree..No penalty. However, the most severe penalty should come from the Team B coach for allowing his/her players to do something so tacky.
