I need some help on this question. I think the question is incomplete making it a FALSE statement. Agree?

" All contact between opponents is ignored when the ball is dead unless it is contact by an airborne shooter."

(What's left out..."contact that's ruled intentional or flagrant").

I haven't seen the key, but I'm with you. Plus, any time they use words like all, none, always, or never, you know they're up to something ;)

The statement says, "All contact..." That makes it false.

The answer is false. The NFHS wants to make sure that the officials know to call a foul for intentional or flagrant contact even when the ball is dead.

The question is false.
Example: I had a JV boy elbow an opponent in the gut well after the second qaurter horn had sounded. Would you ignore that?
The ball is dead but I rang him up!
