Does anyone find this question confusingly worded?

"A1 may be out of bounds without penalty if A1, while dribbling, goes out of bounds to avoid B1 and then comes back inbounds to continue the dribble."

I believe the correct answer is FALSE....but that's assumming A1 went OOB while still dribbling the ball. Any other comments? Is the correct answer FALSE?

Are you asking if A1 has to actually "touch" the ball while OOB in order for this move to be illegal?
NFHS
He doesn't have to still be dribbling the ball (actually touching it while OOB). He could bat the ball to the left of B1, then run to the right of B1 OOB and pick up the dribble when he steps back inbounds. If he steps OOB to go around defender B1, then returns inbounds and resumes his dribble, it would be a T for leaving the court for an unauthorized reason. Rule 10-3-3
If there were no defender and he just did this move (stepped on or outside the line) it would be a violation, even if he did not actually touch the ball while OOB. Rule 9-3

I agree the answer is FALSE

9-3 says it is a violation for "the dribbler to step on or outside a boundary, even though he/she is not touching the ball while he/she is out of bounds." So the answer would be FALSE.
