See Penalty 2 a,b following 9-1-5.
I would apply it right away on the miss, it is an unfair advantage to the opponent. They will learn the rule after you call it and site the violation, "that's a violation on #___, disconcerting the shooter" shoot again.
When it occurs before the release, signal for the withheld whistle for a violation, if the ball goes in ignore it.
