The referee association decided to make our league go down to the ncaa from FIBA, and I'm new to the rules, could I ask a quick question?
On a free throw, is any player who is not in the lane and outside the 3 point line, allowed below the free throw line?

No they are not. They must stay above FT line extended in all levels to my knowledge including the NBA (NF and NCAA).

We had a game tonight that if that call had been made when it happened, (because our guy missed his free throws with 20 seconds left), could of affected the outcome of the game, which we lost by 1 in overtime. Even before he shot, I ran over to the ref and pointed it out. His response "No I think that's allowed." And to make matters worse, he then called the shooter for going in to early.

In the NBA, players are constantly passing below free throw extended.

Because getting the Gold in the Olympics is a better assignment than a Final Four assignment.
