If a player has full control of the ball...starts to dribble, then slaps the ball upward over the defenders head, and the ball bounces, can he resume dribbling, or this a travelling violation.

If the ball never came to rest in the player's hand, the play you describe is legal.

if it's on tv it must be legal... :)

I mean if the ball is passed to the person, they have control, then they start dribbling...then I don't think it's legal. If they are going for a loose ball I know they can tip it over some1s head and continue to dribble.

I'm not talking about AND1 rules, they don't follow any rules in those games.

This would not be a traveling violation. If anything, it may be an illegal dribble, but you'd have to determine that the dribble ended when his hand slapped the ball upwards. This would most likely be my call.

Why wouldn't it be legal, whether they're starting a dribble or whether they're already in a dribble?

4-15-2 "During a dribble, the ball may be batted into the air provided it is permitted to strike the floor before the ball is touched again with the hands."

As I read it, that describes your play -- legal.
