Team A requests a 20 second time out, but only has 1 full left. Do you give Team "A" a full. Or do you grant Team "A" a 20 along with a Technical. I guess the real question is when a Team request a time out in addition to what they have, which number are we looking at..... the total number of 5 or the 2 & 3 individually?

You should grant the team the full-time out that they have left. A technical is for having no time-outs left - and they do. Same thing if they request a full and only have a 20-second left.

Agreed. If they have only a full or 20, that's what they get. Don't penalize the coach for not knowing what he has left and always confirm full or 20 with head coach before reporting the TO.
