I understand a ball entering the basket below the rim that then rises above the rim and enters the basket is not a goal- but a violation.
9-4.... cause it (ball) to enter and pass through the basket from below....
So does any ball that passes completely through the basket regardless if the ball enters the basket or bounses to the floor is a violation? It sure sounds that way,

If a live ball enters the basket from above and goes through, it's a score. The ball is now dead by rule, and there isn't anything to be called if a dead ball then goes through the basket from any direction. If a live ball hits the floor and then bounces through the basket from below, it's still a violation on the last player to touch it.

JR, I think Stew is asking if a ball that enters the basket from below has to then pass back through the basket on its return to the floor in order to be a violation. And the answer is no. If the ball enters the basket from below at such an angle that it then falls to the floor without passing through the basket again, it is still a violation.

The violation is for passing through from below; not for re-entering the basket.

I know that you are certainly aware of this, but some newer refs may not be so I'm going to add that your dangerously all-encompassing statement above is only true if the score is not cancelled by a player-control foul or a throw-in violation.
Remember the ball is live on a throw-in, but one cannot throw it directly into the basket.
