The other night I saw a defender who had taken a charge shoot free throws. I saw it during a Division 1 game. Has there been a rule change at that level? Isn't this incorrect? Under what scenario whould he be shooting free throws? HELP!!

There is no Airborne shooter foul in Men's.

Rule 4-25-7 A player control foul is a common foul committed:
a. (Men) By a player when he is in control of the ball.
b. (Women) By a player when she is in control of the ball or by an airborne shooter.

In other words, the player must have released the ball before charging into the defense. Releasing the ball first made it a "charge," rather than a "player control" foul. So, the defense gets to shoot the 1-and-1 if in effect.

So, ...there can be two points counted by the shooter and free throws by the defender.

Ok, I think understand what you guys are saying. So if a player commits an offensive foul while he has "control" of the ball then it is a player control foul and no shots are taken. On the otherhand, if the player does not have the ball, whether he has just shot the ball, passed the ball, or committed any foul away from the ball, then shots may be taken if in the 1 and 1. Is this rule the same at all levels?

You are correct in your understanding of that situation. But it is ONLY for men's NCAA that this is true. For women NCAA and high school, if an airborn shooter fouls before landing back on tera firma, whether or not he/she has released the ball before contact, it is a player control foul and no free throws. Personally, I'm praying that some day the men's rules committee makes this rule consistent with the women's and HS systems.

this would be consistent with the NBA as well if they dumped the NCAA men's rule
