I was reading over the book well a checklist and it said "know for a time out if the play must stay at a certian spot or may run the endline" what determies if they can run it or not?

The rules tell you, Brandan. NFHS rule 7-5 is the one that you are looking for. The best way to learn is to study this rule first, and then ask questions- if you still have any.

If the timeout was called immediately after a made basket, or after a successful FT that is not to be followed by another FT, then the team inbounding after the timeout can run the baseline.

For me, when a timeout is called, after I or partner reports, I will always touch base with partner, checking that we know exactly what will happen when we come back---who is taking the ball in where and whether they can run the baseline, or who will be shooting how many FTs.

Or after an awarded free throw or basket followed by a timeout. Or if the scoring team committed a violation or foul on the throw-in for that score, and the subsequent throw-in is still on the same endline.

or this or that...Geez, what a bunch of garbage. The simple answer is they can run the endline after a made basket. Additionally, they do not lose that right because of a timeout, or because of a foul or violation IF the next throw-in is still on the baseline.
