Welcome to the forum.

Take another look at tomegun's SBQR.
That's been a staple for Women's hoops for a coupla years and is a relatively easy benchmark for making a judgement "on ball".

Off ball requires more of an effect on the fouled player (ie, displacement, arresting of normal movement by hand and arm stuff)
