Minimum front court time at the time the 14 seconds was implemented was 14 seconds, 24-10=14, because you had 10 seconds to cross half court. It was a year or two after the 14 seconds reset rules change that they went to the 8 seconds b/c. That's why I say it doesn't make sense under the current rules.
