How often do you call back "bad" tosses? Does it have to
be REALLY bad to call to back? Have you/would you call back
a toss that was stolen but otherwise good? Do you see any
partners who say "don't ever call back my toss"?

Once in 10+ years on a partner, 2x on myself.

I think you just need to use your judgement. If one team is put at a disadvantage because of the toss, call it back. I would hope your partner understands, but I know the reluctance. I have asked my partners why they didn't call mine back, and they say they didn't want to embarrass me. Now I cover it in my pregame and make it clear, it won't hurt my feelings.

I assume by stolen, you mean that one of the jumpers got it on the way up. Isn't this a violation, Dan? 6-4-7a

Yes it is, I'm just wondering if some folks would prefer
*not* to take back any jump balls. From the response it
looks like I'm the only one :-)

Calling the Bad Toss
 
In my opinion you should always call the bad toss- it's the players we a reffing for not the feelings of your partner.
I have just listed as an education point for our association's next meeting the importance of practising this skill-as we toss less now with the arrow we have to work harder at it- besides it's a terrible first impression to the fans etc and most experienced officials would be embarassed more if you didn't bail them out on their bad toss- Remember first impressions are everything and you want to start things correctly.
