During the jump ball at the start of the game (or overtime), what are the restrictions on the non-jumpers who are not with-in three feet of the restraining circle? Can they move freely? Or are they held to the same restrictions?

For example, if a non-jumper who is away from the retraining circle decides they want to get a better position (offensive or defensively) and moves before or while the referee begins to toss the ball and never comes near the restraining circle - is this a violation?

It is okay to move around outside a 3 foot area of the center circle but a violation to move onto the center circle or within that 3 foot area.
