What constitutes a carry?

Was wondering how often you call a carry during a game and do you feel that violation has become more prevelant in the past few years? Looking forward to your feedback, it is a call I dont see called a lot and was wondering what the official definition is and the opinions are you folks who are in the trenches calling the game.
