Sorry guys, but I went to my first college men's game of the season last night and I don't have a rule book handy. There was a personal foul followed by a technical foul on the visiting team in the game. The home team shot the technical shots first and then the teams lined up for the other two shots. Is this a new rule this season that a technical does not result in the other team getting the ball?

It's not new this year, but you are correct in that most T's do not include possession as part of the penalty. The technical FTs are shot immediately and then the game is resumed at the point of interruption.

I think this rule started last year. Its called POI. Point of interruption. There is an exception on the Women's side. It relates to calling excessive TO's.
