After a jump ball, team A gets the ball OOB. After A1 releases the pass but before it is touched, A2 pushes B1 and is called for a foul (no player control since there is no team control on an OOB). Does the arrow switch in this case?

another rule I think should be changed....the throw in should end when the throw in team violates or commits a foul IMHO.
