Does anyone know the reasoning behind the difference in college playing 2 halves of 20 minutes and professional and high school bball play 4 quarters.

No but I would like to see HS go to two halves.

The quarter break is just a scheduled timeout. There are enough timeouts in college, they just make them all flexible.

Personally, I like halves for HS.

Hmmm. TV timeouts. Four per half, is that right? So, in a televised game, you're looking at a game played in tenths, not halves.
