I would also just give a regular T. No reason to run him for that alone in my opinion.

Why is it flagrant if he does it to you but not flagrant if he does it to the crowd? That makes no sense.

So, if he yelled "F*** you!" at you, it would be flagrant but it would just be a T if he yelled it to a fan?

"And the rules shall set you free!" Thanks BktBallRef for making me justify my interpretation. I reread the pertinent rules regarding this situation and "the bird" no matter who it is aimed at should be assessed a flagrant technical foul. Rule 4-19 Art. 4... A flagrant foul.......If technical, it involves dead-ball contact or noncontact at any time which is extreme or persistent, vulgar or abusive conduct.
I would consider this vulgar conduct.
