Is this a blcoking foul? I beat the defender off the dribble to the right toward the hoop, he then proceeds to ride my left shoulder, and as I go up for the shot he bumps into my left shoulder.

Maybe, maybe not.

If he was within his vertaical plane, then it wasn't a foul. He wasn't, it may have been.

You may have thought he bumped your shoulder but it very well could have been you going into him while he was in his vertical space. Or the contact may have been incidental with him staying vertical in his space. Lots of possibilities.

Bring me a videotape showing the EXACT view the official had, and I'll come up with a judgement.

Verticality applies to a legal position. The basic components of the principle of verticality are:
Legal guarding position must be obtained initially and movement thereafter must be legal.
From this position, the defender may rise or jump vertically and occupy the space within his/her vertical plane.
The hands and arms of the defender may be raised within his/her vertical plane while on the floor or in the air.

Doesn't matter if his feet are set or not. He's still entitled to his verticality
