I"ve got a bad case of "brain freeze",
Question, can the coach of player "a" call a time out after the ref has administered the ball to "a" player on a free throw ??

Absolutely
 
And only Team A can request a time out. Team B cannot.

Yup, A1-5 on floor or the coach can call the time-out. It's the same as A1 (or his coach) calling a time out during a throw-in.

Just remember those definitions. The ball becomes live when it is placed at the disposal of the shooter. Then you can say, A has the ball, therefore, A can call a TO.
