Sorry, I forgot to mention that parter's determination was that coach A had requested the timeout prior to A1 shooting. The whistle blew as the ball was getting to B1's hands.
I see three options after the whistle blew. 1) the option we went with, determine the TO was requested before the shot. 2) Inadvertent whistle, TO for A, B ball. 3) Inadvertent whistle during the shot, TO for A, AP for ball.
