Is a megaphone an artificial noisemaker? How about a rolled up program?

Magaphone: Always an "artifical noisemaker" by anyone but teh cheerleaders. Cheerleaders can yell through it, but can't bang it on the floor or bang on it.

Program: In theory, yes. In practice, I don't think it makes enough noise to notice.
