A player is standing just above the 15 point line. He shoots the ball at the basket but seeing that it's going to fall short (ball does not touch the rim, backboard or any player) is able to run and catch the ball (before it hits the floor) then scores with a lay up.

Is this legal!

Wow, I must have been sleeping for years! When did they institue the 15 pt. line? No lead will be safe now.

Player control ends on a try. The shooter can recover the missed try just like anyone else on the floor.

I suspect this is a Free Throw (15 foot line)
 
If it is a FT attempt, the ball is blown dead as a shooter violation (Failed to make contact with the rim).

If it is a live ball situation, as Mregor stated, If it is viewed as a shot attempt it is legal, because player control is relinquished on the shot attempt.

If the official deems it to be a self pass, then it is a violation.
