Not in my game. A dribble begins when a player IN CONTROL pushes or throws the ball to the floor. The initial bat of the ball was made prior to any control by the player, so is not a dribble.

Also, the calling official turned his back on all the players while signaling, leaving it to his partners to monitor them all. Stay put, signal, point to the throw-in spot, then turn and go. |
In the judgment of the official, yes.

Why We Get Paid The Big Bucks ...
Looks to me like a tap, or a slap, to the floor (to gain control); not a throw, or a push, to the floor.
This is a really tough call, I can see it either way. My opinion: Legal, play on. 4.15 Comment Dribble –Legal And Illegal Movement 4.15 COMMENT: ... A player is not dribbling while slapping the ball during a jump, when a pass rebounds from a player's hand, when a player fumbles, or when a player bats a rebound or pass away from other players who are attempting to get it. The player is not in control under these conditions. It is a dribble when a player is in control of the ball, bats, throws, or pushes the ball to the floor, and is the first to touch the ball after it returns from the floor. |
