IAABO Refresher Mechanics Exam #79

Our IAABO Refresher Exam study group met last night. We could not come up with a consensus on mechanics question #62. We did not have access to an answer sheet, nor to an appropriate citation.

#79 In transition, the new Trail has primary responsibility for all backcourt violations and rulings. Is this correct?

We used page 266 of the IAABO manual: Segment 4, Line Coverage, A 2, “The Trail official is … primarily responsible for all backcourt rulings.

Does the word “transition” have any impact on this statement?

2 or 3 man crew?

In 3-man, C generally will be best position on anything that occurs between the two free throw lines.

2 man, its the new Trail's baby.

So, what's the stronger word in the mechanic question and citation?

"Transition" or "primarily"?

I believe it's ""primarily", so I'm going with "yes" for an answer, the mechanic is correct.

Anybody disagree?
