Minnesota/Nebraska elbow review

19.8 in the 2H there is a monitor review when a Minnesota ball handler nicks a Nebraska defender in the face.

Is this an example of something that doesn’t rise to the level of a flagrant foul, but since there was no call on the floor they can’t go with a common foul so they’re stuck with the no-call?
