Maybe this is related to the reason for the change, to make the two person mechanic similar to the three person mechanic.

2019-20 IAABO Mechanics Manual: 13-B-1-C, D: The referee will summon the home and visiting team head coaches. The umpire will summon the home and visiting team captains.

With the 2019-20 change, in both the two person and the three person mechanic, the referee will summon the home and visiting team head coaches.

More likely the CHSAA (the New York Catholic school league). Maybe the PSAL officials incorrectly applied the college 3-point line. Don't know for sure.
