WI is 2-whistle crews.
I have heard that the Metro Milwaukee area conferences are going with 3-whistle, but not a confirmed rumor.
I am sure the primary reason for 2-whistle crews is $$$ (budget). Just as I can be confident that we will not see the shot clock any time in the near future. Pay scale: Usually $50/game and mileage for one driver.
