The arc has nothing to do with this play. There is no arc or restricted area rules when the player jumps in the air in Men's Basketball Rules.

Arc doesn't really come in to play here. Defender can always try block shot. That's an exception if a secondary defender is trying to draw charge in restricted area. It's a block unless offense leads w foot unnatural knee or wards off with arm. Offense arm kept defender from getting close enough to block shot..
