Substitute during Bonus situation

To change the play slightly what if the official tries to let them play on and does not get the ball from A1. But A1 gets confused and, thinking a sub is going to come in, steps into the lane still holding the ball and then bounces it back to the official.

Isn't there some statement in the rules (or case) book to the effect that "a horn shall be ignored, unless the players react to it?" Apply that and fix the problem as best you can.
