Penalize in order of occurrence...only for fouls?
Case Play 6.7.9 has A2 committing basket interference on a shot by A1 who was fouled in the act of shooting. The answer is two free throws by A1, with players occupying the lane spaces. But the penalty for BI includes a throw-in by team B. If we penalize in order of occurrence, shouldn’t it be two free throws with the lane spaces unoccupied, then a throw-in by Team B? Or does rule 8-6-1 trump 9-12-2? And if so…why?
