Penalize in order of occurrence...only for fouls?
 

Case Play 6.7.9 has A2 committing basket interference on a shot by A1 who was fouled in the act of shooting. The answer is two free throws by A1, with players occupying the lane spaces. But the penalty for BI includes a throw-in by team B. If we penalize in order of occurrence, shouldn’t it be two free throws with the lane spaces unoccupied, then a throw-in by Team B? Or does rule 8-6-1 trump 9-12-2? And if so…why?

As far as I know, it's penalize fouls in the order of occurrence.

No. One is a foul the other is a violation. The penalty for fouls are adjudicated in order of occurrence. You cannot have multiple violations that happen one after another (as in Player A1 bats the ball out of bounds. Once out of bounds player B1 touches the ball. Is that double :p:pB?)

Correction: The only exception is FT violations and they are NOT adjudicated in order.
