I'm doing my first games ever under NCAA women's rules, and I just wanted a clarification on 8-1-7. Is the player in the lowest lane space allowed to use the entire block or not?

Not.

Only the Men's side is able to use the block.

Peace

8-1-10 (Women) only the first lane space above the block....

An opponent of the shooter must be in the first legal space, which is the first space *above* the block. The player in this space may not step on the block.

Rule references:

10-1.5: a. The two lane spaces closest to the end line shall remain open.
b. The first space on each side of the lane that is closer to the free-throw line after the block is designated for an opponent of the free-thrower.

10-1.7: (Women) Each opponent of the free-thrower occupying the lane space on each side of the lane that is closer to the free-throw line after the block shall be permitted to position themselves up to the edge of the block that is closer to the free-throw line.
