Is there a rule or POE regarding leaving the block to high 5 the shooter between throws?

That's because it has to be egregious and secondly you have tried to hurry them up, warned them, and possibly even addressed it with the coach if it's that bad before you give this T. This is not a T you just want to throw around without applying some "game management" unless you want to be known as "that guy".

Don't they get a delay of game warning first?

A warning to a team for delay is an administrative procedure by an official
which is recorded in the scorebook by the scorer and reported to the coach:
ART. 1 . . . For throw-in plane violations, as in 9-2-10, 10-1-5c.
ART. 2 . . . For huddle by either team and contact with the free thrower, as in
10-1-5d.
ART. 3 . . . For interfering with the ball following a goal as in 10-1-5e.
ART. 4 . . . For failure to have the court ready for play following any time-out
as in 10-1-5f.

Billy is right (it physically hurts to type that), this is a dog warning and then a team T. It's one of the 4 dog warnings, but the others are right, you'll rarely see this called, if ever.

First, it's a delay of game issue, so if it's not delaying anything, leave it alone. Second, most assigners are going to expect you to have warned and cajoled them before you go to a dog warning.

Good point. Only one warning for any of four delay situations, and then it's "tea time".
