What does "Aggressive in Primary" mean?

I'm trying to work some things this season, and I was told this over the summer by several clinicians. I don't really know what it means. Any help?

If your partners are frequently getting things in your primary that you could have called (or whistled but deferred) then you probably are not being aggressive enough in taking those calls.

Polite way of saying you are a ball watcher.

It means not missing any fouls in your primary, especially when you are on ball. If you ever have the privilege of getting feedback from an NBA official, you will hear this quite often.
