NFHS Score Book Problems

Prior to the game and under the 10 minute mark, both the home team and the visiting team make changes to the official score book resulting a technical foul being assessed to both teams. What is the procedure, and how is the game started?

Were the changes reported to the Scorer at the same time or at different times?

The official has no knowledge in which order these changes were made!

No one at the table is sure of what happened and when. For argument's sake, let's say that the home team violated first and about a minute later the visitors made a change. What is the procedure for that scenario?
I've been to every source in all the books I have and I can't find a ruling when both teams make changes. Has that ever happened? It has to have happened at least once to someone.

Check the case book 3.4.3 C.. Is considered a simultaneous technical foul. Go to POI which is the jump ball to start the game.
