Free throw delay ROP
 
This play is being discussed on the FB group, but I wanted to bring it here for discussion.

Case Play 10.3.5

The ruling official has reported the foul and has given directions to players along the lane. The official is ready to put the ball at free thrower A1’s disposal, but A1 is at the sideline talking to the coach. RULING: A technical foul for delay is charged to A1. No warning is authorized in this situation.

Easy enough. However, let's say this occurred after a timeout. We'd use the resumption-of-play procedure and place the ball on the floor at the free-throw line. It's a violation as soon as A1 enters the semicircle, since the ball is already at his disposal, correct? In other words, Team A is going to commit a violation no matter what as soon as we begin the ROP procedure.

Not quite. They could call timeout or hope that team B would also violate.

What's the purpose of the rule? Answer that question and you have your answer for the whole situation.
