It is in the NCAA-M book as well, you need to look harder. Also, this has been covered in one of Adam's videos. Look through the archive, you will find the play. Camron has it exactly right.

It's in the incidental contact definition. player screened outside visual field may make inadvertent contact with the screener. Contact "shall" be incidental unless screener has the ball and is displaced.

I also believe they got both calls right.

4-21 Art. 5. A player who is screened outside his visual field may make inadvertent
