Two shot foul or on the floor

Player A drives to the basket for layup. After the ball is released and before Player A's feet touch the floor, Player B gives a slight nudge both Player A and Player B fall to the floor. The basket is no good. Is it safe to say that is a two shot foul because Player A's plane was broken and was not allowed to complete his descent back to the floor?
