Number of players in game
 
This happened during s BV game. Jv coach wanted to play with 4 players and save their two subs on the bench for varsity game and not use their quarters up. This was to start the second half. How would u handle the situation? Is there any penalty for this? Can game be forfeited?

A team must start with 5. They can end with less. At the JV level I would be less apt to care but I would request direction from my local administrative authorities for this.

They had subs on the bench and didn't want to use them.

See 3-1-1 and accompanying NOTE and also 3.1.1.
As to saving JV players for Varsity and the number of quarters they play, that's not an NFHS rule issue. Check with the conference, league, or your assigner on that local issue.

had this sitch a few times
 
When I had this happen, all I had to say is you must play with 5 if they are available. It wasn't well received, but the coach complied. I don't know what I would have done if they refused. Technical Foul? Another time I had them play with 4 as one player was out with concussion symptoms and several other had been DQ'd. I wasn't about to require the injured player to play, or even stand on the court to be a "player".

They only need to start the game with 5. After that, he can play with 4 if that's all he has available. I'd have him send the players he doesn't want to use off the bench. Have them sit with the varsity players.

Bottom line: if he says they aren't available, I'm not going to question it, but I will suggest he not have ineligible players on the bench.

When a coach tells me a player's "not available", I don't give him the third degree (injured, sick, toothache, punished, grade problems, discipline problems, forgot shoe inserts, forgot glasses, forgot contact lenses, forgot knee brace, accidentally grabbed brother's sneakers that don't fit, flagrant technical in previous game, mouthed off to officials in last game, or this game, just found out his girlfriend left him, or is pregnant, his Aunt Emma, whom he never met, just died, just found out that he didn't get into Harvard, etc.).
