If this is the situation there, use this sad state of things and also the "rules-kicking" you expressed in the OP as opportunities for progress for you and your future partners. How? Do this every single time you're "R" this season:
Get a good officials' pregame in either Word or PDF format and email it to your partner two days before the game. Include a tactful note saying, "If you are unable to meet with me for a pre-game for this contest, please become familiar with the important things included on the attached pregame outline. That way we, as partners, will be more sure to be on the same wavelength when we take the floor for this assignment." Or something like that.
Include in your email the two plays you just mentioned, and invite him to bring up any rules or plays he might want to share when you meet before the game. This will also make it easier to do the actual pregame since both parties will be familiar with the basics, then they can talk about particulars each brings up.
In other words, use the errors committed in that scrimmage to make you and your future partners better. And use this method to either encourage more pre-games or to at least provide a "virtual" pregame if one is not reasonably possible due to work schedule or some other reason.
