New "Officials Manual" Stuff
 
Some interesting new things and emphases for those states that follow the NFHS Officials Manual. Some things in the new 2015-17 edition:

> pp.25-30 Heavy emphasis that all violations and fouls be "Preceded by stop clock signal"
> p.22 Standardized "Move Along End Line on Throw-In" signal
> p.16 "Single Conference" for pregame only -- no alternative where we meet with captains then with coaches any more
> pp.34,66 Point to the spot and actual verbalization of "designated spot" or use new signal to confirm thrower can move along the end line on throw-ins
> pp.35,68 Throw-in five second count using arm closest to thrower
> Various good mechanics expressed outright (outside official(s) step down on shots, language encouraging position-adjusting, C don't loop up to new T too soon, etc)
> p.90 Retained that "Foul in the Backcourt Going to the Frontcourt with No Fouls" switch (our state again chose not to adopt this)

Anything of interest to you for your state?

We do not use the Officials Manual here. Interesting information, but nothing that people say is a must. And we also never bounce the ball on the end line here either. Just something the higher-ups do not want. All that stuff is interesting, but nothing I would teach just because it is in the book.

In my state, the captains and coaches meetings are pretty much a free-for-all. The R on any given night can do it however (s)he wants, whenever (s)he wants. He can decide to meet with each coach individually, or both coaches at once.

It drives me up the wall that the state won't write or enforce standardized mechanics for this kind of stuff. Sadly, the new section in the Officials Manual will not change that.

Easy fix. Eliminate the meetings altogether.

Also new: standardizing last second shot communication signals. All officials raise index finger at one-minute mark. Trail (2-man) or opposite table official (3-man) taps chest at 15 seconds to indicate responsibility.
