Question

Runners on first and third. The pitcher is on the rubber taking a sign. The coach yells at him to step off. As the pitcher lifts his foot to step off, his spike catches on the rubber and he stumbles before stepping off. Nothing was called, but I thought this might be a balk. What do you guys think. By the way, this is FED rules.

What (specific) balk rule do you think was violated?
