Since When did OBR....?

Maybe I've been asleep all this time, but when did OBR incorporate the definition of Ordinary Effort under 2.00? Was it really something that was that misunderstood, that they felt compelled to define it?

Granted, the focus is to help a scorer determine if a fielder should be charged with an error. But it also mentions that it applies to the Infield Fly rule. To me, it should be a Note under Rule 10.00. I don't think umpires need the explicit guidance.

2010 is the oldest year I have available and it's included in that year's rulebook.

It's not in a 2003 printed edition.
It is in the 2007 OBR rules downloaded from the interwebs.
