base runner passing another runner
 
ok, I'm a football guy and have no idea on correct ruling so I'll explain:

Runners on 3rd(R3) and 2nd(R2) and 2 outs game tied at 10. Base hit to outfield and R3 is jogging home and R2 is on a dead sprint and as they both approach home plate R3 slows even more to pick-up bat and then veers from baseline, R3 is right on his heels and passes him and hits plate first and R3 never touches home.
Question is does run count? next question, if he's never passed can umpire call runner out if he never hits the plate.

R2 is out at the moment he passes R3. That's the third out, so no runs.

If there is no passing: If R3 misses the plate he would be called out if the defense appeals (the umpire will not make the call on his own). If there is no appeal R3's run will count.
