Has there been a Rule Change lately on foul balls

I was watching the COL@SF game today 8/11 and in the last of the 7th Pence hit a towering pop to IF, the Colorado 3B lost it in the sun and it landed in the IF and rolled foul before the 3B bag. I always thought this was a foul ball, but the umpire (I think his name was Zucci) called it fair.

Have they changed this rule lately?

I just cued up the SF radio broadcast and although the umpire initially signaled fair, the ball was ulitmately ruled foul. Pence went on to ground out in this at-bat.
