Pitcher drops ball ...FED
 
Runnrs on base. Pitcher in contact with rubber from set position. Has not yet paused with his hands together. Drops ball (as he is looking in for his sign)that does not cross foul line. Ruling? (please give FED reference # since I can't find it).
I find ruling for while making his delivery but I seem to remember there is more.

Once he contacts the rubber, if he drops the ball it's a balk. 6-2-4a

Thanks.. all I was seeing was 6.1.4. but I knew there was more.

Remember in FED, the pitching restrictions start the moment F1 contacts the rubber. Not so in OBR. Therefore, if F1 drops the ball in FED, enforce the penalty.

It's a balk in OBR as well (8.05k).

Yep. Pitching restrictions at all levels begin when F1 intentionally contacts the rubber to assume a legal pitching position.
