Where can I find Official Baseball Rules? I can't seem to find any OBR rulebooks, or anything.

Most bookstores carry them (at least in the spring), or can order it for you. OR look on-line.

different editions

For the past few years, I had purchased the OBR at Barnes & Noble, here in my town. They carry the edition that is published by The Sporting News.

This year I purchased an edition that is published by Triumph books, which I ordered from Gerry Davis Sports.

I think that the price is about the same, and I like the Triumph books version better, because it includes approved rulings, case plays, and clarifications/interpretations. I would highly recommend it.

Is the OBR the official rules of MLB (as well as the minor leagues)? Or does the MLB publish its own set of rules which are different than the OBR?

The published rules for MLB is OBR -- in the front of the book, they say something like "these rules may be borrwed for other organizations."

But, the ML umpires also get a large book of interpretations and instructions that is not avaialble to the public. These aren't (generally) "official" rules, but they are de facto rules.
